Modernizing Regulatory Workflows: Expanding the RBDMS Risk Based Data Management System

We worked with The Ground Water Protection Council to modernize the state of Oklahoma’s regulatory permit process and field inspection system on the RBDMS platform. This involved digitizing complex paper forms for the full well lifecycle (from initial permitting to end-of-life plugging) and upgrading the core architecture to deliver a precise, validated platform for enhanced environmental oversight.

Modernizing Regulatory Workflows: Expanding the RBDMS Risk Based Data Management System
The Challenge

Managing Technical Modernization in a Critical System Environment

Managing the data behind a modern regulatory program requires a mature platform engineered to run reliably in the cloud. For the state regulatory body that operates OKIES, tracking detailed environmental markers such as wellbore information, cement segments, and completion intervals demands absolute precision.

The agency needed a major system expansion to move highly detailed paper and legacy processes into a secure digital environment. That meant building data-driven tools to support the full range of well permitting, from the Notice of Intent to Drill, Recomplete, Re-enter, or Deepen through review and approval workflows and automated PDF generation, all while keeping regulatory operations running without interruption.

Key Challenges
  • Digitizing multi-step regulatory forms with complex conditional logic, including the Intent to Drill, Notification of Intention to Plug, Well Completion, Notification of Well Spud, Plugging Report, Application to Dispose or Inject Class II Fluid, and Simultaneous Well Injection Permit
  • Engineering dynamic, compliant PDF generation for approved environmental permits
  • Integrating robust data-comparison tools that help administrative staff complete rapid technical reviews
01

Full Lifecycle Workflow Mapping

We mapped complex regulatory parameters into logic-driven workflows that track an asset securely from initial permitting through final end-of-life plugging.

02

Legacy Database Synchronization

Our onshore engineering team built custom database synchronization utilities and API integration layers to eliminate data silos. When an operator updates data, the platform automatically distributes those technical markers across corresponding historical profiles.

03

Automated Review and Validation Utilities

We integrated real-time compliance validation rules and form-comparison features to streamline technical reviews and protect data integrity before submission.

Our Guidance

Technical Stewardship and Agile Modernization

Troy Web Consulting provided the technical stewardship required to transition OKIES, Oklahoma's implementation of the RBDMS platform, to a resilient, cloud-ready architecture. Working directly with agency stakeholders, our 100% onshore team of analysts, developers, and testing engineers mapped out the complete database requirements to expand legacy capabilities into a highly performant framework. This collaborative approach ensured the system could safely scale its data processing capacity while maintaining complete regulatory compliance.

Our proven software engineering process focused on removing operational friction and introducing automated validation features. By establishing a predictive infrastructure with continuous integration, we delivered a system designed to manage the entire well lifecycle.

Elimination of Redundant Data Entry

We engineered custom database synchronization utilities and API integration layers to eliminate data silos. When an operator updates data, the platform securely distributes those technical markers across corresponding historical profiles automatically.

Multi-Variable Compliance Validation

We engineered a database architecture capable of running real-time validation checks on intricate environmental markers, including wellbore information, cement segments, and completion intervals. These dynamic rules protect data integrity before final submission.

Automated Technical Comparison Tools

Our developers constructed form-comparison utilities to accelerate administrative reviews. The system normalizes incoming data instantly, highlighting discrepancies between baseline historical records and new operator requests to improve review velocity.

Logic-Driven Review Workflows

We engineered a configurable workflow engine that converts each submission into routed, claimable review tasks, applying distinct approval paths for every regulatory action from Intent to Drill through final plugging. Validation gates fire at submission and at each review checkpoint, so incomplete or non-compliant data is caught before it can advance a stage, protecting the record before any determination is made.

Real-Time Operator Notifications

We extended the platform beyond internal review to give operators clear visibility into where their submissions stand at every stage. When a form is returned, the system delivers the specific reasons directly to the operator, so corrections are targeted and resubmissions arrive review-ready.

Automated Permit Generation

We built the platform to generate the official permit document automatically the moment a submission clears review, assembling it directly from the approved data rather than from manual re-entry. The output adapts to each form type, so an Intent to Drill, a Plugging Report, or a Class II injection permit each produces the correct document without staff rebuilding it by hand.

Regulatory Output Compliance

We integrated automated tools to manage complex form logic, ensuring that approved environmental permits and dynamic PDF outputs remain strictly compliant with state regulations.

The Impact

Validated Tools for Environmental Oversight

The modernization of the OKIES platform demonstrates how secure, well-engineered software can resolve complex regulatory bottlenecks. By delivering enhanced digital tools, the agency is now empowered to process mission-critical data with more data being collected at each stage of the permitted well lifecycle.
